8 policemen charged with murder in Brazil

RIO DE JANEIRO, Brazil (AP) - Authorities charged eight policemen with murder Tuesday for death-squad killings that left 30 people dead on the city's outskirts last week.
 
U.N., U.S. can't agree on Guantanamo visit

GENEVA (AP) - Officials from the United Nations and the United States have not been able to agree on conditions for a possible fact-finding mission to the detention center at Cuba's Guantanamo Bay, the U.N. special investigator on torture said Tuesday.
