Red Cross to issue suggestions to U.S.

SAN JUAN, Puerto Rico (AP) - The Red Cross will make confidential recommendations to the U.S. government after meeting at Guantanamo Bay with 14 new detainees, including the alleged mastermind of the Sept. 11 attacks, a spokesman for the humanitarian organization said.
