Brazil's Silva outlines his priorities

SAO PAULO, Brazil (AP) - President Luiz Inacio Lula da Silva said Tuesday he will use his second term to boost economic development, improve education and ease poverty. He also pledged to punish those found guilty of corruption in his administration.
 
Protesters regrouping in troubled Oaxaca

OAXACA, Mexico (AP) - Some of the barricades torn down by federal police went back up Tuesday as protesters regrouped, and at least one federal official acknowledged that this city besieged by striking teachers and anarchists remained outside government control.
 
Mexico authorizes Portillo's extradition

MEXICO CITY (AP) - The Mexican government has authorized the extradition of ex-Guatemalan President Alfonso Portillo to face embezzlement charges in his country, officials said Tuesday. Portillo's defense lawyer said he would immediately appeal.
 
Envoys look to break U.N. seat deadlock

UNITED NATIONS (AP) - Guatemala and Venezuela remained deadlocked in their battle for a seat on the U.N. Security Council on the 43rd ballot Tuesday, but diplomats held out hope that a possible meeting of their foreign ministers could break the impasse.
 
Brazil's president vows economic growth
