Six-nation N. Korea nuke talks resume

BEIJING (AP) - North Korea insisted Tuesday it will not give up its right to civilian nuclear programs, raising questions about the possibility of a breakthrough as six-nation talks aimed at persuading Pyongyang to abandon its atomic weapons resumed after a five-week recess.

MANILA, Philippines (AP) - Huge blasts at a suburban Manila police ammunition dump injured at least 107 people, damaged several buildings and homes and set off security jitters in a capital long wary of possible terror attacks or a coup, officials said. Police ruled out sabotage or terrorism.
