HARBIN, China (AP) - With temperatures dipping to minus 10, this frigid northeastern Chinese city was digging 100 new wells Wednesday after shutting down its water system to protect residents from toxic benzene spewed into a river by a chemical factory explosion.

UNITED NATIONS (AP) - Cultivation of opium poppies decreased in Afghanistan this year for the first time since 2001, a success that saw one in every five farmers abandon the drug-producing plant for legal crops, a United Nations report said Wednesday.
