N. Korea blames U.S. for stalled nuke talks

JEJU, South Korea (AP) - North Korea is blaming the United States for holding up the resumption of international negotiations on Pyongyang's nuclear disarmament, a South Korean spokesman said Thursday at the second day of high-level talks between the two Koreas.
