Nigeria says Africa to negotiate on reform

UNITED NATIONS (AP) - Africa is willing to compromise on expanding the U.N. Security Council, Nigeria's foreign minister said Thursday, clearing room for a deal with four nations seeking permanent seats on the powerful decision-making body.
