Chad, Sudan resume diplomatic relations

N'DJAMENA, Chad (AP) - Chad and Sudan have reopened their borders and resumed diplomatic relations that they severed in a dispute four months ago, Chad's government spokesman has said.

Israel OKs expansion; 15 troops killed

JERUSALEM (AP) - Israel approved a massive new ground offensive into southern Lebanon in a gambit aimed at bringing Hezbollah to its knees before the international community imposes a cease-fire. Fifteen soldiers were killed Wednesday, the deadliest day for Israeli troops in the war.

4 oil workers kidnapped in Nigeria
