Proposed Kenyan constitution losing ground

NAIROBI, Kenya (AP) - Kenya's proposed new constitution appeared to be losing ground in early returns Tuesday in a referendum officials said went relatively smoothly, despite minor clashes in Nairobi's largest slum and allegations of vote buying.

U.N. chief warns of lawlessness in Sudan

UNITED NATIONS (AP) - Secretary-General Kofi Annan warned Monday that Sudan's volatile Darfur region faces an increasing threat of complete lawlessness and anarchy and said it is crucial that the government and rebels conclude a peace agreement by the end of the year.

Rwandan rebel pleads not guilty
