Chad rebels declare war on foreign force

PARIS (AP) - A Chad rebel group on Friday declared a "state of war" against French and other foreign armies, an apparent warning to a European force that will soon deploy to protect refugees fleeing violence in neighboring Darfur.
 
Ethiopia, Eritrea can't agree on border

THE HAGUE, Netherlands (AP) - An international commission trying to settle a boundary dispute between Ethiopia and Eritrea ended its work Friday after the rival neighbors failed to agree on a new border in a region beset by escalating tensions.
