Texas seeks approval of election date

WASHINGTON (AP) - Texas is asking the Justice Department to approve Dec. 12 for a congressional runoff election _ a date opposed by a Latino civil rights group because it is a religious day for many Hispanics.

CHARLOTTE, N.C. (AP) - Democrat challenger Larry Kissell conceded defeat Wednesday to Rep. Robin Hayes, after the initial phase of a hand recount showed the result was not likely to change.
