WASHINGTON (AP) - President Bush named Republican fundraiser Sam Fox as U.S. ambassador to Belgium on Wednesday, using a maneuver that allowed him to bypass Congress, where Democrats had derailed Fox's nomination.

FORT IRWIN, Calif. (AP) - President Bush said Wednesday he knows the nation is weary of war and wondering if the U.S. can win. Still, he said efforts to pull troops home from Iraq only make the U.S. more vulnerable to attack from an enemy that is "pure evil."

Test rules may loosen for disabled kids

WASHINGTON (AP) - The Bush administration is letting more children with disabilities take simplified tests under the No Child Left Behind education law. The change, outlined in final regulations Wednesday, would triple the number of children who can take tests that are easier than those given to most students under the 2002 law.
