WASHINGTON (AP) - Want to cleanse your city of graffiti? Just go to the top. Responding to a constituent's complaint, Mayor Anthony Williams swapped his trademark bow tie and business suit for work boots, coveralls and gloves and helped get rid of blue, gray and black paint scrawled on the rear walls in a downtown alley.
