CHICAGO (AP) - Chicago's bars and liquor stores should have to prove they aren't hurting the neighborhood if residents say otherwise and want to shut them down, Mayor Richard Daley said Tuesday in announcing plans for a new ordinance.
"If a business is having an adverse effect on quality of life, then it should shape up or shut down," the mayor said outside a former bar that took three years for the city to close.
The mayor plans to introduce the ordinance Wednesday to the City Council.
