Africa Watches As G-8 Discusses Debt Relief

As the world's top finance ministers move to approve a proposed plan to cancel billions of dollars in debt owed by the world's poorest countries, some Africans are hopeful while others play down what experts say will be a breakthrough in debt relief. (AP Photo/Schalk van Zuydam, File)           DAKAR, Senegal (AP) - As the world's wealthiest nations move toward canceling billions of dollars owed by some of the world's poorest countries, some Africans are playing down what experts say could be a breakthrough in debt relief.

"We've heard this so many times. I would be surprised if something positive comes out of" this weekend's meeting of finance ministers from the Group of Eight nations, said Demba Moussa Dembele, director of the Forum for African Alternatives, a Senegalese civil society group.

Senegal is one of the 18 nations — all but four in Africa — that Britain and the United States are proposing to help by canceling debts owed to multilateral institutions like the World Bank.
