PRETORIA, South Africa (AP) - Rebel and government representatives from Ivory Coast opened a fresh round of talks Tuesday aimed at reviving their stalled peace process, but the mood was pessimistic.
The talks hosted by South African President Thabo Mbeki began a day after a deadline for the start of disarmament passed with no apparent efforts by either side to lay down their weapons. Disarmament had been envisioned as a step toward elections in October.
"The president has done everything he was asked," said Silvere Nebout, spokesman for the Ivory Coast government. "We are waiting for the rebels to disarm, that is all. They are the ones who don't want elections."
