Rebel and government representatives from Ivory Coast opened a fresh round of talks Tuesday aimed at reviving their stalled peace process, but the mood was pessimistic. The talks hosted by South African President Thabo Mbeki began a day after a deadline for the start of disarmament passed with no apparent efforts by either side to lay down their weapons.(AP/Photo Schalk van Zuydam) JOHANNESBURG, South Africa (AP) - Ivory Coast's warring sides agreed Wednesday on a new timeline for implementing a stalled peace plan after two days of talks brokered by South African President Thabo Mbeki.

The timeline included an Aug. 20 deadline for the dismantling of pro-government militias and a pledge to start gathering combatants from both sides at disarmament, demobilization and reintegration sites from the end of July.

The faltering peace process, which is supposed to culminate in elections in October, was dealt another blow when a deadline for the start of disarmament passed Monday with no efforts by either side to lay down their weapons.
