Kenyans shouts slogans as they protest in Nairobi, Tuesday, July 19, 2005. Police used tear gas, water canons and sealed off roads leading to the National Assembly in an effort to thwart demonstrators opposing amendments to the draft constitution that were tabled in parliament Tuesday. (AP Photo/Sayyid Azim)NAIROBI, Kenya (AP) - Police used tear gas and water cannons and sealed off roads leading to the National Assembly to try to deter demonstrators opposing constitutional amendments that retain the wide-ranging powers of Kenya's president.

Police arrested at least four activists from among the dozens of protesters converging on the National Assembly, witnesses said.

The demonstrators, taking part in the first of three days of planned protests, oppose plans spearheaded by allies of President Mwai Kibaki to change the draft constitution in an effort to retain his powers and weaken those of a proposed prime minister.
