By JEREMIAH MARQUEZ

Traffic is backed up for several blocks on Western Avenue behind a non-operating signal at Pico Boulevard, forcing drivers to treat the intersection as a four-way stop, during a power outage near downtown Los Angeles Monday, Sept. 12, 2005. (AP Photo/Reed Saxon)LOS ANGELES (AP) - City officials and union leaders traded accusations over who is to blame for the power outage that shut down elevators, traffic lights and ATMs across much of Los Angeles earlier this week.
