NAIROBI, Kenya (AP) - President Mwai Kibaki appealed to voters Sunday to turn out for Monday's referendum on a draft constitution proposing how East Africa's largest economy should be run and how much power Kenya's president should have.
The current constitution was written in the lead-up to Kenya's 1963 independence from Britain and has been revised repeatedly, creating a unified state and giving the president sweeping powers. Previous changes only altered parts of the charter, and no referendums were needed.
"When we go to cast ballots tomorrow, we shall be making a major decision that will change the lives of this and future generations," Kibaki said in a national address. "I ask that all should turn out to vote so that the results reflect our collective decision."
