NAIROBI, Kenya (AP) - Kenya on Friday swore in a new Cabinet whose difficult formation reflected increasing questions about the president's political strength.
At least 19 one-time allies refused President Mwai Kibaki's offers of ministerial and other positions, citing doubts about his leadership. Twenty-six ministers accepted and were sworn in Friday.
Most of the politicians who turned down posts said they rejected Kibaki because he had not consulted their parties as he put together the new Cabinet. They accused the once-popular president, whose administration has been dogged by corruption scandals, of failing to lead by consensus and respect the coalition that brought him to power.
