WASHINGTON (AP) - U.S. trading partners in Latin America have not completed requirements for joining a regional free-trade zone and the New Year's Day launch of the project will be missed, the U.S. government said Friday.
The free-trade zone is a pet project of President Bush.
"We are going to miss that target date because we are still working with our CAFTA partners on the implementing process," said Stephen Norton, spokesman for the U.S. Trade Representative's office.
