Riot police detain a pro-democracy activist during a demonstration against municipal elections on the third day of week-long strike call given by communist rebels in Katmandu, Nepal, Tuesday, Feb. 7, 2006. Communist rebels killed seven police officers and soldiers in two overnight attacks ahead of municipal elections in Nepal that the guerrillas have vowed to disrupt, officials said Tuesday. A rebel also was killed. (AP Photo/Aijaz Rahi)KATMANDU, Nepal (AP) - Troops in Nepal have been given orders to shoot anyone who tries to disrupt municipal elections after overnight attacks by communist rebels left seven police officers and soldiers dead, officials said Tuesday.

Taking total power last Feb. 1, King Gyanendra dismissed the elected interim government and declared a state of emergency, saying only he could end corruption and quell a Maoist insurgency that has killed 12,000 in nearly a decade in the Himalayan kingdom.

Tuesday's attacks on the outskirts of Katmandu came hours before the Maoist rebels' elusive leader said in an interview he could accept a constitutional monarchy and suggested he was willing to consider a cease-fire.
