WASHINGTON (AP) - A White House review of the sluggish federal response during Hurricane Katrina reveals widespread government failures in planning for disasters but stops short of assigning blame to Bush administration officials.
By contrast, a scathing Feb. 15 House report, written by Republicans, offers a harsher view of failings at all levels of government and who should be held accountable.
Released Thursday, the review by White House homeland security adviser Frances Fragos Townsend makes 125 recommendations on how to fix systematic shortfalls in federal response plans before the next hurricane season begins June 1.
