Detroit Mayor Warns of Painful Budget Cuts

DETROIT (AP) - Mayor Kwame Kilpatrick warned of deep, painful spending cuts as his rust-belt city deals with an enormous deficit, but he promised not to let Detroit die on his watch.

In his annual State of the City address Tuesday night, Kilpatrick said those cuts would including union concessions and layoffs.

"None of the options have been easy. If they were easy, they'd have been cut a long time ago, long before Kwame Kilpatrick became mayor," he said.
