SAN ANTONIO (AP) - Hundreds of state social workers gathered for a memorial service in honor of a slain administrator who was remembered as a dedicated public servant.
Sally Blackwell, 53, was found dead last Wednesday in a field and investigators say she was strangled. No arrests had been made as of Tuesday.
Joyce James, assistant commissioner for Child Protective Services, asked those attending the memorial Tuesday to "join together in keeping Sally's passion for working with families and children alive in our daily projects."
