PORTLAND, Ore. (AP) - A homeless man who swiped a toddler from a stroller and ran before being tackled by the child's parents told police he planned to throw the 2-year-old in front of a light-rail train, according to arrest papers.
The little girl wasn't hurt, and Randy William Koon, 41, was arraigned Monday on kidnapping charges and ordered held on $250,000 bail.
The child's parents, Helmuth and Virginia Rogg, said they had noticed Koon in their train car before Sunday's incident. He switched seats at least three times, moving closer to them before they stepped off downtown, according to court documents.
