Newsview: Changing Chief of Staff May Help

Tuesday, March 28, 2006 8:34:42 PM
By TOM RAUM

White House Chief of Staff Andrew Card speaks to one of the morning news shows in this, Feb. 18, 2005 file photo, in Washington. White House chief of staff Andy Card has resigned and will be replaced by budget director Josh Bolten, an administration official said Tuesday, March 28, 2006. (AP Photo/Ron Edmonds, File) WASHINGTON (AP) - Andrew Card's departure as White House chief of staff and the elevation of Budget Director Josh Bolten to that pressure-cooker job hardly seems like the major overhaul some Republicans had urged to revitalize President Bush's struggling presidency.

But it may represent a modest attempt at a fresh start for a White House that had stumbled recently, including the failed Supreme Court nomination of Harriet Miers, the Dubai ports fiasco and slow disclosure of Vice President Dick Cheney's hunting mishap.

"There's no question that since Katrina, there have been some missteps that have shaped the president's inability to get a message out," said GOP political consultant Scott Reed. "These are no one person's fault. But they happened. And now it's time to get back on the offensive."
