UNITED NATIONS (AP) - The U.N. humanitarian chief made an emergency appeal Monday for nearly $19 million in aid to help 133,000 people displaced by violence in East Timor.
East Timor's worst unrest since its bloody break for independence from Indonesian rule in 1999 began this spring when 600 disgruntled soldiers were fired from the 1,400-man army.
"The world is poor in addressing emerging crises" and predicting where they might erupt, said Jan Egeland, U.N. undersecretary-general for humanitarian affairs and relief coordinator.
