JUBA, Sudan (AP) - Negotiations to end a 19-year civil war in northern Uganda may be delayed after the government demanded to talk with senior rebels, officials said Wednesday.
The government wants to negotiate with people who can make binding decisions on behalf of the rebel Lord's Resistance Army, or LRA, at peace talks in southern Sudan, said Uganda's Minister of Internal Affairs Ruhakana Rugunda, leader of the government's negotiating team.
"Uganda has requested a higher-level delegation to represent the LRA at the talks," Rugunda told The Associated Press. "The government would like to negotiate with authentic and authoritative leadership."
