JUBA, Sudan (AP) - The first day of what should have been substantive negotiations to end the 19-year civil war in northern Uganda was spent Saturday trying to smooth over a dispute about rebel criticism of the Ugandan government.
At the opening ceremony of the talks on Friday, rebel spokesman Obonyo Olweny said: "The practice of democratic principles and good governance has been sacrificed on the alter of political greed."
On Saturday, the Ugandan government delegation demanded the rebels retract the statement, which it called "insulting." The government said substantive peace talks could only begin after the demand was met.
