KAMPALA, Uganda (AP) - Uganda has agreed to a conditional truce with rebels to end a 19-year insurgency in the north of the country that has left thousands dead, officials said Friday.
The deal is dependent on the rebel Lord's Resistance Army sending its fighters to assembly points in southern Sudan and northern Uganda where they can be monitored, Uganda's deputy defense minister, Ruth Nankabirwa, said at a news conference. She said the government would provide them safe passage.
Nankabirwa said the final component of the agreement is for a neutral third party to act as observer to make sure all sides comply to the agreement. The conditions were put to the Lord's Resistance Army negotiating team in Juba, southern Sudan, on Thursday and discussions between both sides were ongoing Friday.
