UNITED NATIONS (AP) - The Security Council on Wednesday asked a U.N. team to come up with proposals for a peacekeeping force in Chad and the Central African Republic that would help thousands affected by spillover fighting from the conflict in neighboring Darfur.
Before stepping down as U.N. chief Dec. 31, Kofi Annan said in a report that U.N. peacekeepers should not be deployed to the two countries until all parties agreed to a ceasefire and started peace talks. He cited the risk to troops and logistical difficulties.
But Russia's U.N. Ambassador Vitaly Churkin, the current security council president, said Wednesday the council decided to send a technical assessment mission back to the two African nations to come up with plans for deploying a U.N. peacekeeping mission.
