BEIJING (AP) - The main U.S. nuclear envoy once quipped that not a single light bulb in North Korea has been turned on with power generated from its sole operating atomic reactor.
Getting Pyongyang to agree at six-nation talks to shut that reactor down, however, hinged on how much energy aid the communist nation will get in return.
Its power shortages are well-known. The most commonly cited illustration is nighttime satellite photos of the Korean peninsula that show a stark divide between nearly pitch-black North Korea and a capitalist South Korea awash with constellations of glittering lights.
