Philippine Army Urged to Probe Killings

Alston, who is to draft the report and submit to the U.N. Human Rights council in three months, said a significant number of killings of left-wing activists can be traced back to soldiers and urged the military to investigate them. The human rights group Karapatan has listed 832 alleged summary killings since 2001, including deaths of 356 left-wing activists,and blamed on security forces. (AP Photo/Bullit Marquez)MANILA, Philippines (AP) - A "significant" number of killings of left-wing activists can be linked to Philippine soldiers, a U.N. human rights expert said Wednesday, urging the military to investigate and categorically denounce the crimes.

Philip Alston, the U.N. special rapporteur on extrajudicial killings, said he could not determine the exact number of victims because of conflicting figures provided by the government and left-wing groups.

"But I am certain the number is high enough to be distressing," he told reporters after a 10-day fact-finding mission.
