HARRISBURG, Pa. (AP) - Inexperienced staff, miscommunication and a shortage of plows and drivers hindered the response to a winter storm last month that stranded some highway motorists for nearly a day, according to a report released Tuesday.
More than 150 miles of interstate were blocked during the Feb. 13-14 ice and snow storm, with some drivers stranded in subfreezing temperatures for more than 20 hours. It took days to reopen portions of Interstates 78, 80 and 81.
Gov. Ed Rendell ordered the independent review, which found that poor communications including his own delayed awareness of the crisis contributed significantly. Even the term "road closure" did not mean the same thing to every agency.
