WASHINGTON (AP) - A defense scholar who helped influence President Bush to build up U.S. combat forces in Iraq proposed Wednesday that the administration adopt an aid plan that encourages foreign oil companies to invest and help modernize Iraq's oil sector.
Frederick W. Kagan said such outside involvement would pave the way for "transparent and fair" competition in energy development bids in a country plagued by corruption.
The aim is to meet Iraq's goal of doubling crude production of 2.5 million barrels a day by 2010.
