Uganda Commander: No Somalia Victory Yet

Ugandan peacekeepers in Somalia will soon begin patrols in the troubled capital, a top Ugandan commander said Monday.   Addressing journalists in Mogadishu, Lt. Gen. Edward Katumba Wamala, commander of Uganda's land forces, accused the international community of deserting Somalia at a time when it is "facing a looming humanitarian catastrophe."   "Our troops are committed to share the burden of restoring law and order in the capital with their partners soon," said Wamala. "We have already discussed with the transitional federal government leaders and we are going to discuss with the commanders of the Ethiopian troops so that we can have areas we can patrol." (AP Photo/Abdurahman Hersi)MOGADISHU, Somalia (AP) - A top Ugandan army commander cautioned Monday against declaring victory over Somali insurgents, while hundreds of people streamed back to the war-ravaged capital two days after the government said Islamic fighters had been defeated.

In Eritrea, a top Islamic leader and a politician fired as parliamentary speaker called for more sophisticated attacks against Ethiopian troops and African Union peacekeepers backing Somalia's fragile government.

After weeks of fighting that killed hundreds of people, President Abdullah Yusuf declared victory over the insurgents Saturday and urged residents to return home. But a top commander of Ugandan peacekeepers said it was too early for talk of victory.
