The North Korean leader said Tuesday that the countries involved in a pact committing Pyongyang to dismantling its nuclear programs should follow through on their initial pledges, China's foreign ministry said. (AP Photo/Xinhua, Xia Yu) BEIJING (AP) - North Korea's reclusive leader urged progress in a deal to dismantle his country's nuclear programs, his first official remarks on the long-delayed pact, as a U.N. watchdog signaled the North was ready to cooperate.

North Korean leader Kim Jong Il said "all the parties should implement the initial actions" of the deal reached in February, a statement posted to the Chinese Foreign Ministry's Web site said.

"Recently there have been signs that the situation on the Korean peninsula is easing," Kim was paraphrased as saying to Chinese Foreign Minister Yang Jiechi during a recent visit, in the ministry statement released Tuesday.
