KAMPALA, Uganda (AP) - Torture tops the list of abuse allegations reported to Uganda's Human Rights Commission, according to a draft report to be released next month.
The annual report, obtained by The Associated Press this week, said 320 people made formal complaints of cruel, inhuman and degrading treatment or punishment in 2006.
The allegations account for 26 percent of all cases reported, down about 7 percent from the previous year.
