By HIROKO TABUCHI

Japanese Prime Minister Shinzo Abe leaves after delivering a speech during a memorial service for the nation's war dead at the Budokan martial arts hall in Tokyo, Wednesday, Aug. 15, 2007, marking the 62nd anniversary of the end of World War II. AP Photo/Itsuo Inouye)TOKYO (AP) - Prime Minister Shinzo Abe expressed sympathy for victims of Japan's wartime aggression as the country on Wednesday commemorated the 62nd anniversary of its surrender in World War II.

But rightists criticized Abe for failing to pay his respects at the country's war shrine in Tokyo, which honors fallen soldiers.

Repeated visits to Yasukuni shrine by Abe's predecessor, Junichiro Koizumi, sparked anger in China and South Korea, who consider the shrine as a monument to Japan's past militarism because it includes executed war criminals among the war dead.
