NAIROBI, Kenya (AP) - Fifteen top government officials violated ethics laws by using state vehicles, airplanes and other state resources to campaign for President Mwai Kibaki, a human rights group said.
The Dec. 27 polls are the closest race in Kenya's short history of multiparty democracy. Raila Odinga, a former Cabinet minister, leads Kibaki slightly in opinion polls.
"The use of government resources for partisan political engagements is a blatant misuse of taxpayers money," the state-funded Kenya National Commission on Human Rights said in a report.
