HARARE, Zimbabwe (AP) - The government of Zimbabwe will exclude most Western observers, including the United States and the European Union, from sending delegations to monitor crucial elections later this month, official media reported Friday.
But their diplomats in Zimbabwe can apply for clearance to monitor the elections, Foreign Minister Simbarashe Mumbengegwi told a meeting of foreign envoys based in Harare, state radio said.
"Clearly, those who believe that the only free and fair election is where the opposition wins have been excluded since the ruling party, ZANU PF, is poised to score another triumph," Mumbengegwi told the meeting of diplomats Thursday, the state Herald, a government mouthpiece, reported.
