Scarlett Keeling, British teenager who was found dead on Anjuna beach in Goa in India, is seen in this undated photograph provided by the family of the deceased. Police arrested a man on charges that he raped the 15-year-old British girl who was later found dead on a beach in southern India, officials said Monday, March 10, 2008.(AP Photo/Family photo, HO) PANAJI, India (AP) - A suspect has been arrested and charged with the rape and murder of a British teenager found dead on a southern Indian beach last month — the second suspect charged in the case, police said Thursday.

The bruised and partially clothed body of Scarlett Keeling was found on Feb. 18 on Anjuna beach in Goa, a tiny state with a coastline crowded with tourist resorts.

Police have charged Placido Carvalho with rape and murder, senior police official Bosco George said. Carvalho was one of the men seen with Keeling the night before her body was found, but George declined to describe the other evidence authorities had against him.
