WASHINGTON (AP) - Former House Speaker Newt Gingrich says it will take more than a president alone to achieve the change needed for the U.S. to compete with China and India.
A potential candidate for president in 2012, Gingrich says that with more than 500,000 elected officials across the U.S., the president by himself or herself cannot make the change the country would need.
Gingrich says that whether he would be able to govern would be a key consideration as he ponders a run for the Republican nomination.
